作用

作为同业拆借市场的最大的参加者，美联储并不是一开始就具有调节同业拆借利率的能力的，因为它能够调节的只是自己的拆借利率，所以能够决定整个市场的联邦基金利率。其作用机制应该是这样的，美联储降低其拆借利率，商业银行之间的拆借就会转向商业银行与美联储之间，因为向美联储拆借的成本低，整个市场的拆借利率就将随之下降。如果美联储提高拆借利率，在市场资金比较短缺的情况下，联邦基金利率本身就承受上升的压力，所以它必然随着美联储的拆借利率一起上升。在市场资金比较宽松的情况下，美联储提高拆借利率，向美联储拆借的商业银行就会转向其它商业银行，听任美联储的拆借利率孤零零地“高处不胜寒”。但是，美联储可以在公开市场上抛出国债，吸纳商业银行过剩的超额准备，造成同业拆借市场的资金紧张，迫使联邦基金利率与美联储的拆借利率同步上升。因为，美联储有这样干预市场利率的能力，其反复多次的操作，就会形成合理的市场预期，只要美联储提高自己的拆借利率，整个市场就会闻风而动，进而美联储能够直接宣布联邦基金利率的变动，至于美联储是否要辅之以其它操作手段也就变得不那么重要了。

相比较而言，再贴现率的变动只能影响那些要求和符合再贴现资格的商业银行，再通过它们的超额准备余额影响同业拆借利率，因为能够获得再贴现资金的商业银行有限，且从理论上讲，这些资金不能拆出牟利，这就阻断了再贴现率下降的扩张性效应。同样再贴现率的上升，还款的商业银行未必很多，商业银行超额准备的紧张也比较有限，其紧缩性效应也难以完全作用到位。在这个意义上，美联储运用再贴现率不免有些隔靴搔痒，远不及调节联邦基金利率那样直接有效。
